QC frequency applies to new testers. Existing testers keep their own setting.

Users and roles

Signing off observations and site audits needs the AEDM or Manager role, and that is enforced in the database, not just hidden in the screen. Everyone signed in can still read the records. Until you add the first user, whoever logs in has full access.
